1.21.1 is not registering

Describe the bug ProtocolLib is showing as red in my plugin list, I am running a 1.21.1 paper server on Apex with the newest version of PL. this means that other plugins that use PL for a dependency do not work. I am not fully sure what to do as I cant add the info below as I can't run dumps etc.

To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Are you using ProtocolLib downloaded from SpigotMC or from Jenkins?

I just had the same problem. Downloaded version 5.3.0 for versions => 1.20.5 and the error was fixed.

Try doing the same here.
