usr/bin/ read-only files on fedora silverblue 39.

I tried sudo nautilus but still can't change permission for /usr/bin
This ought to install to /usr/local
by default (or at least as an option), but I think it still wouldn't work on Fedora Silverblue.
Fedora's kernel doesn't have the ec_sys
module, and the other option acpi_ec
seems to only be available via DKMS, which isn't supported on Silverblue.
