I'm getting this error on one host, but not on another, which uses an identical setup, but has a different OpenSSL version.

Digging a little deeper...

Broken host: OpenSSL 1.0.1f 6 Jan 2014
Working host: LibreSSL 2.2.7
Client for both: OpenSSL 1.0.1t  3 May 2016

I fixed the issue I had by upgrading the Dockerfile base image from Alpine:3.6 to Alpine:3.7. I can't tell which OpenSSL lib is being used, but I'm guessing there was an issue there.
