Add link to PyArrow timestamp docs in backend_kwargs

This PR adds a link to the official PyArrow documentation for the timestamp function. The link provides more details on the supported tz (timezone) parameter that can be passed inside the backend_kwargs option when creating a DataFrame with timestamp columns using PyArrow as the backend.

The added reference to the PyArrow docs will help users better understand the timezone options available when working with timestamp data in DataFrames backed by PyArrow.
