Place filters in URL so that pages are automatically perma-linkable

Right now if you add a filter, such as language: python, the URL doesn't change, which makes it difficult to easily link people to all the awesome work that's happening!

+1, would make navigating in the web site easier, as I wouldn't have to always go through the same steps to find issues in Java projects.
