Outdated download page references from README

Bug Description

README in the Installation section refers http://code.dlang.org/download with precompiled binaries. However, the latest version there is 1.11.0 which fails to download dependency. It would be good to update it or point to GitHub released for binaries.

I have no experience with D applications, so it might missed something, however, trying to build some D app I ran into that problem, so maybe others could be also affected.

It is supposed to point to Github release, but somehow the version hasn't been updated. Indeed https://code.dlang.org/download/LATEST returns v1.11.0 Transferring the issue to the correct repository (dub-registry).
