"Learn more about publishing" link seems wrong

Hello,

Here is the "Add new package" page. It has a link that reads "Learn more about publishing"

The link is to https://code.dlang.org/publish, which redirects to https://dub.pm/commandline, which is of little help.

I think the intended redirection is actually https://dub.pm/publish.html.

Apologies if this isn't the right place for this. And thanks for the service!
