Primary Type Syntax
Implements dlang/dlang.org#3616. (This is #15245 after renaming the branch.)

Testing this PR locally
If you don't have a local development environment setup, you can use Digger to test this PR:
dub run digger -- build "master + dmd#15269"
Although this solves the ref problem, there is another syntax ambiguity with scope if we want to extend dip1000. See:

I don't think this helps with the scope problem.
