dlangspec.pdf/.mobi should be stamped with date and version info

Description

The dlangspec pdf file[1] does not contain any date stamp or version release information, making it hard to know when it was generated and which version its targeted at.

The .mobi file probably has the same issue.

Maybe dlang.org can get info from https://d-apt.sourceforge.io and host it by itself? Or at least make a reference for it
