Find a good place for the CONTRIBUTING.md

In #479 I discovered that this document is based on the pre multi-lingual era, thus we need to update it & probably put it at a more common spot. Ideas:

  • English base repo (README.md)
  • English base repo (CONTRIBUTING.md)
  • the wiki here
  • leave it here, but just update the content

I would suggest to leave it there and have a CONTRIBUTING.md in each language repo that links to the master CONTRIBUTING when someone lands there.
