Cannot use latest versions of dub

The latest usable version is 1.29.0. If you try to use the latest keyword, it tries to download 1.30.1 and fails.

It seems that this is because the latest versions of dub where tagged and released without release binaries.

@Geod24 do you know what's going on here / why we don't have prebuilt dub releases anymore?
