Test Stanford components on if they support French direct speech delimiters

Test if the way we use the Stanford components also works with the French delimiters,
e.g.

 Il a dit « laissez-moi sortir! ».

Afaik the Stanford tools expect such symbols to be escaped PTB style (as begin and
ending quote).
