Add [event21] and [event22] to keepcompp.cfg

I'm sure it works, but is this really wanted? The only function of this AI is to be really really bad and be in a tutorial level. Does him making more rooms when needed not conflict with this intend?

Could be useful for mapmakers that want to use this AI on their maps (for standalone maps), but if it makes the original campaign (or any other custom campaign too?) unbalanced as a result I don't know? 🤔 In this case maybe have a separate keepcompp.cfg for keeporig and don't include this change? But it's not ideal (plus if some custom campaign also rely on this it's bad I agree).
I updated and instead of forcing the change, they are commented out so if one wants to use it they can uncomment to enable it.
