I can't do a number more than one for the vertical/horizontal step

I wanted to do 4 by 4 but its only giving me one for both horizontal and vertical.

Most likely your image is too small. If you increase the width and height of your original image, mc-map-item-tool will offer more options for "horizontal" and "vertical".
