Moved DEP 0011 to superseded

The DEP for the Accessibility Team is now superseded by the dsf-working-groups definition for the team.

Should we update the DEP text to explain why it is superseded?

I didn't use the Superseded-By header because that's supposed to point to a DEP #. I added a section similar to how the Resolution may be used.
