outdated library dependencies

The dependencies on

base (>=4.8 && <4.10) QuickCheck (>=2.8 && <2.10) vector (==0.11.*)

refer to very old versions and make it difficult to compile the package with the latest stackage lts.

Could these upper limits be relaxed?
