no way to train pascal voc 2012 dataset

@divamgupta I have tried many models to train from scratch with pascal voc 2012 datasets. However, I could not get a good trained model to segment the image. Is there any tricks for training process? Meanwhile, I resume my train based on your pretrained pspnet models with pascal voc 2012 datasets. The results is still bad. What's wrong with my training?
