This should work on nanoserver, I think.

Has any guidance been provided to build out a Windows Server 2016 repository? Very popular request coming from customers.

I have a working version of the registry running in a Nano Server container for Windows - sixeyed/registry. It needs a custom build of Go, so I'll produce a builder and then send a PR.
