set empty passphrase

This will need a repo settings change, which I don't have access to right now.

  • remove PGP_PASSPHRASE secret
  • set PGP_SECRET secret to the private key created today

Just wondering @ckipp01, is this something that the plugin should support OOTB? keys created by https://typelevel.org/sbt-typelevel/secrets.html (very convenient) don't have passphrases.

Maybe, but to be honest all the times I've published I've always had to use a passphrase. I'm not opposed to adding support somehow to make this easier, but this plugin is also mostly being inlined in the new version of Mill so I probably won't be working much on it at all in the future.
