convert tests to not be time sensitive

time-sensitive tests do not perform well on extremely small virtual machines. Probably they should be modified to check order of execution.

The time result also seems flakey on OSX Sierra, I get intermittent failures, with time reported varying +/- ~.01 (so no simple bc -l >= check can fix it)
