When a developer gift with an expiry runs out, users can't claim another code

Describe the bug If a user claims a code from a dev, that expires, they will be unable to claim another one.

Steps to reproduce Steps to reproduce the behavior:

  1. Get a user to claim a code that will expire
  2. Wait for it to expire
  3. Send them a new code
  4. It says "It's already in the library

Expected behavior User should be able to claim another one.

Additional context I am unsure if the new gift they are sent needs to have an expiry or not.

This is still an active bug afaik, quite a bad one as well

Extension: This bug is active for users receiving a gift code for an SKU on the beta branch, then not being able to claim one on the master branch. This also applies to beta channels.
