Can't apply for app discovery

Description

I can't click on the 'Enable Discovery' button in the app discovery section of the developer portal, even though my app fulfils all criteria.

Steps to Reproduce

1. Create app/bot
2. Have it verified
3. Fulfil all criteria
4. Try to apply for app discovery

Expected Behavior

The button should be enabled.

Current Behavior

The button is disabled.

This seems like an issue with the discovery UI not showing if a bot has intents enabled which they do not have approved.

All three privileged intents are turned off. However, I did choose to use the extended grace period for the message content intent at some point, but I turned it off shortly after. Reloading doesn't solve the issue either

Out of curiosity, I can repro this too. Firefox 104.0.1 on Windows 11.

The discoverability state endpoint returns {"discoverability_state": 2, "discovery_eligibility_flags": 16383}
