Add padding to ticket number

Originally posted by bedaquiline at 11.06.2024 Would be nice to be able to set a level of padding to the ticket numbers. For example, currently, ticket #1 is opened as ticket-1, would be nice to set a padding and instead have it be ticket-0001.
