Consider adding expiring warnings that gets automatically rescinded after a certain timeframe

It would be nice to have some way to make warnings expirable, for cases where it is a bit severe to just leave a note, but a bit too harsh to give out warnings since it will contribute towards the three warnings => ban guide. Cases where this will be useful would be for light arguments / 'shitposting's, in my opinion.

Considerations

• Should it be enabled by default or not? I'm more towards permanent-by-default.
• How about the duration of the warning? a month? customisable?
• Should the warnings remain after expiry on the log when queried via !infractions user?

Seems to be pretty similar. Wonder if the decay duration can be set when the warning is issued on a per-case basis though, rather than having it as a global thing.
