ActiveMQ parameters which passed via env variables are ignored in 5.14.3

The ActiveMQ parameters like ACTIVEMQ_CONFIG_MAXCONNECTION, ACTIVEMQ_ADMIN_LOGIN, etc. are ignored in 5.14.3. Whereas the parameters are working as expected with tag "test" (currently 5.15.2).
