Pay command when not in shops

It would be nice to be able to use the pay command outside of shops (maybe only if an applicable monster is in field of view?). It can be used to pacify angry shopkeepers, and bribe several other monsters. It is very difficult currently to pay a shopkeeper after teleporting out.
