Update to Debian Buster, clamav 103, add and update ca-certificates for freshclam to run instead of pulling cvd files with wget

Wanted to share some updates I made to your Dockerfile - recently had some issues where the container was locking up with high CPU usage. Guessing it had something to do with the older version of clamav. Figured may as well update to Buster as well.
