Inline popup - youtube video loaded twice

YouTube videos load two times when contained in an inline popup.

The videos load on the initial page load, and then load again when the popup is shown.

This is a performance hit and it also breaks our video tracking via Google Tag Manager for video play events.

Is this double load of videos expected behavior and is there a way to stop videos from being loaded twice?
