Provide way to set client_lifetime from UI

Since our change of the client_lifetime we had no more problems. Since setting this option 
in the file /opt/websafety/etc/squid/timeouts.conf to 120 minutes, the used f
iledescriptors stay low between 10000 - 16000.

The timeout settings shall be in UI / Squid / Settings - tab Timeouts.

Well this seems to be quite a network related code that even developer do not recommend messing with. Not a good idea to make a UI easily accessible for this. Postponing.
