Time Tracking

Add the ability for the users to track time on the issues. This timesheets will add the ability to check real costs and in the future add the calculation for earn value, actual cost, etc. Also if the timesheet is identified to know which ones are for fix (rejected pull request for example) we can know the cost of the quality.
