Dashboard: API download size traffic light

Some cities are putting too many files into the CMS. We need to give them feedback about what is too much. I see 2 approaches for this:

• Provide a simple traffic light in the dashboard that basically says
  • green: everything okay
  • orange: no more documents should be uploaded in the CMS
  • red: too many documents, download size is too large for good usage
• Give a download time estimation for a 3G connection and a total download size

Sounds good. I would like to have a person which is working on the whole validation/controlling topic of content. It would be nice if we could handover some tasks and ideas to our new collegue, who is doing the academic/research-topics.

Especially the question "what is too much files?" is a hard question. our app is 40mb, in my opinion a city should have another 20 mb at maximium.

To enable editors to improve content, we should probably also provide a list of files or pages that contribute most to large download sizes.
