[7.11.24] Make POI deletion user-friendly

Motivation

POIs referenced by a contact are protected from deletion. Users will encounter an error with no explanation when they try to delete such a POI and this is not friendly.

Proposed Solution

Hide delete option/button if the POI is referenced by a contact and explain why it cannot be deleted.
