Change order of HIX-block and translation-block

Motivation

After a few municipalities missed to check their translation settings before saving/re-publishing a page, we should bring the translation settings near to the "Save/Refresh"-button so that it cannot be missed/overseen in future.

Proposed Solution

Change the order of HIX-block and translation block. Translation block top, HIX block below. See Screenshot.
