Allow translations and multiple language website

I created a specific branch for multilingual and language switcher to replace pull request https://github.com/digitalcraftsman/hugo-icarus-theme/pull/100 which was on my master branch

  • A flag is shown on the top bar to change language
  • Every specific words of the theme can be translated with lang.toml in the i18n folder
