3.x Documentation Request

I'd love to get some documentation started for the 3.x branch. Any PR's should be in the form of edits to the ReadMe on the 3.x branch or additional markdown files placed near the code they explain. Keep the formatting simple but use headers. If you have questions, just ask them here and I'll get back to you ASAP.

Mostly needed will be updates to the ReadMe regarding the new CLI and NuGetDefense.json settings. Pretty open ended an I'll accept any PR that passes a basic quality check (accuracy and readability).

All documentation on a single subject should be in the same PR. Multiple PR's to the same file from the same user may be considered SPAM.
