ym2413+ay8910 to ym2608, PSG detuning occurs

I first converted ym2413+ay8910 to ym2413+ym2608.ssg, and then converted it to ym2608.fm+ym2608.ssg. At this time, I found that ssg was two tones lower. If I convert ay8910 to ym2608.ssg first, and then convert ym2413 to ym2608.fm, it will cause the rhythm drum sound to be completely invalid and ym2608.fm is two notes lower than ssg.
