Details of change

Suggest addition of .cog extension to the PUID fmt/155. COG files share the same file format signature as GeoTIFF.

COG files are Cloud Optimized GeoTIFFs. These files are optimized for hosting on a HTTP file service. COG files are based on the GeoTIFF standard and rely on two characteristics of the TIFF version 6 standards: the georeference GeoTIFF keys and the HTTP property.
