M1 build setup using Packer & Tart

  • On Apple M1 switch to using tart and packer to run virtualized node.
  • tart manages link to MacOS Virtualization Framework
  • packer used to perform same steps as original to setup build node

NOTE: This still has step 2 commenting out caching build until full build is working
