[BUG] Release Notes don't display well in VSCode Dark Theme

Affected Daml version 1.18.0

Bug description This is how the release notes display with the default dark theme:

To reproduce I don't know how to make the release notes show again. Maybe clear the VSCode global state?

Expected behavior I expect the text to be readable and the page to be pleasing to the eye.
