Experimenting with support for local groups and workflows

This is an experiment to see if we can support local groups using a simple 'registry' as part of this community site. There is also some even more experimental work on hosting workflow descriptions here.

Notes:

• The 'workflows' stuff is very raw and will be switched off before merging, and developed later.
• The integration with DecapCMS works, but it will need to be updated to point at digipres/digipres.github.io:master before merging
