Add instruction for quick fix on Windows #37

No change to code. This PR is simply adding documentation. It adds simple instruction to make pipal work on Windows. This should close the issue #37.

Tested on Windows 10

Will see if Konrads Smelkovs from #37 can give it a test first but looks OK to me to merge in.
