APA revisited this today. They will bring to TPAC 2020 to see if progress was made on writing a proposal for this [csswg-drafts 560](https://github.com/w3c/csswg-drafts/issues/560)
To do list. Content that we may want to investigate and create an AAM for CSS. APA wants to keep open to not lose this thought. (13 Jan 2021)
2021.01.06 - APA touched on this again and will branch out the conversation again to other groups to see there this needs to be discussed/revisited.
This ticket was re-reviewed by APA on 5 August 2020. Module Level 3 still needs review for accessibility issues concerning semantics and readability.

APA looked at the issue and decided it was still relevant to keep ticket open for review. [Editor's Draft](https://drafts.csswg.org/css-images-4/) is still active (13 July 2020).
