Improve reporting to comments experience better

Right now if users have a long activity or many projects touched in the same PR it will create a lot of noise and users will have to keep scrolling the history of comments.

Two non-exclusive ways to deal with it:

1. Clean up all comments before each run
2. Use the single comment and keep updating it instead of posting a new one.

on the otherhand I miss a comment after the user comments with "digger apply". would be good to see that a digger apply was started and on which env.
