Make CI fail / not fail configurable

Suggested behaviour by user: fail CI check in case of failing to acquire lock so that PR cannot be merged. It seems that we had it initially, then changed to not fail based on user feedback. But this use case also seems to be valid. So it makes sense to make a config option.
