Settings menus are in english when os is in finnish/swedish language

After entering the Desktop Environment, right clicking on the desktop and going to settings, most of the text there is in english. Is this intentional? Should the settings menu be accessible at all?

This problem also applies to the version of Ocular that's used and some other applications as well.
