Unused `toggleOffOn` should not disable other checks

I noticed that unused toggleOffOn is disabling other checks. For example, see https://github.com/apoorva-sriv/spotless-gradle-toggleoffon-issue. gradle spotlessCheck fails correctly without toggleOffOn but passes when it's there, which is incorrect.
