Remove dramatiq and pubsub

Motivation

Having a triple instance for backend services is redundant so we remove the background workers (dramatic) and the blockchain watcher (pubsub). Both are now threads within the main backend webserver.

Test Plan

All tests should remain the same for this one, no logic has changed.
