Transliteration pre processing function

Provide a new pre-processing function for transliteration from some input function to English. as a first version we provide transliteration from Greek to English.

Motivation: use to compare places names normally using the Soundex measure

Which libraries / services can support this task? I'd rather not include all of it in core limes. Should be handled through plugin system in LIMES v2
