Handle DashboardViewPagerFragment's state properly.

Handle cases when Loader's onLoadFinished() callback method is called twice. This android framework bug causes the reset of ViewPager's savedState. As the result, after configuration change, Dashboard selection is resetting to 0 (first tab).
