Added Debian9 support

I originally cloned this to see if I could add some way to print a version number, but started with (trivially) adding Debian:9 support

Updated patch to support version number printing. So far I only added that into the Dockerfile.debian9.

Can't Debian be part of the official build?

The last release was over two years ago, I don't think will be any more official builds.
